The Automated Centralized Databases of Personal Data on Passengers and Personnel (Crew Members) of Means of Transportation (ACDPDP) are part of the Integrated Government Information System of Transport Security (IGIS TS).

The IGIS TS operator is a state company responsible to the Ministry of Transport of Russia: the Federal State Unitary Enterprise (FSUE) “ZaschitaInfoTrans”.

The ACDPDP (as a part of the IGIS TS) were created in accordance with:

  • the Federal Law of the Russian Federation “On Transport Security”of 2007 (latest edition in Russian);
  • the Order of the Ministry of Transport of the Russian Federation (Mintrans of Russia) of July 19, 2012 No. 243 “On Enactment of the Procedure of Formation and Maintenance of Automated Centralized Databases of Personal Data on Passengers and Personnel (Crew Members) of Means of Transportation and of Provision of Data Contained Therein”.

The ACDPDP are formed in a centralized manner as a set of databases of personal data on passenger and personnel (crew members) of means of transportation carried by all modes of transportation. The ACDPDP are formed for the following modes of transport:

  1. domestic and international air transportation (flights arriving in or departing from Russian Federation, or overflying Russian territory; scheduled, non-scheduled and charter flights);
  2. long distance railway transportation;
  3. international sea, inland waterway transportation in international and interportal modes between ports located in territories of different subjects of the Russian Federation, excluding transportation between the federal city of Moscow and the Moscow Region and federal city of Saint-Petersburg and the Leningrad Region;
  4. transportation by road, including on-demand, in international and intercity modes between different settlements located in territories of different subjects of the Russian Federation, excluding transportation between the federal city of Moscow and the Moscow Region and federal city of Saint-Petersburg and the Leningrad Region.

Who Must Submit The Information

The information is to be collected and submitted to the ACDPDP by carriers. It is allowed to third parties to submit information to the ACDPDP on behalf of their customers. Suppliers of information to the ACDPDP are to join the Agreement on Information Interaction with the IGIS TS operator FSUE “ZaschitaInfoTrans” by submitting the Application as described in the section “How to Connect”.
